I was wondering can I use  a regular dog collar or is it better to just use a regular goat collar.

I use snap dog collars, that way if the goat gets stuck on something, it would be easier to help them get unstuck. Hopefully.

I use dog collars, and fit them like I would on a dog. Loose enough that they can pull our of them if needed.

Dog collars will work just fine. I use plastic chain collars and I really like them.
